Chihkan Tower, also known as Fort Provintia, is a popular landmark which seems to get more attention than any other attraction in town. It has a central location in the city. At the base of the first pavilion stands the row of nine Qing-Dynasty stone turtles carrying tablets on their backs. They date as far back as 1786 and were sent by the Chinese Emperor of that era. Near Chihkan Tower, there is also a statue of a horse with broken legs. All of the statues have a legend that explains the way they are presented and the mystery that surrounds them makes the fort even more tempting. The two Fujianese-style pavilions are the best place to get a good view of the city. Besides being a splendid ground to roam around, it is also the place where outdoor concerts take place on weekends.
